Lilith Alarie was turned in 1849, since then she had lived through major historical events.
In late 1941 Liliths abilities were discovered by Hydra. They took her in with the condition she would help them. When she agreed they attempted to use mind control on her without the realisation her vampirism stopped their attempts if mind control.
Hydra began bringing in wounded soldiers. That is when she met the Winter Soldier.
