If she picks a mer, so despicable, so innapropriate and daft he could not possibly rule by her side, her mother would have no choice but to deny her chosen mate. Conveniently Scylla in her 'heartbroken' state, would buy herself another year of respit.
Charybdis the sea hag has a plan. Desguise himself as a strapping young Mer. Infiltrate the yearly gathering and win the affections of the new matron to be. Such power should not be in the hands of a snot nosed brat anyway. No. He'd be a much better leader than she could ever be. All that was left is to work his charms...
