Solid Snake and Otacon team up with Colonel Campbell and an agent of the Patriots to stop them from legislating the full legality of PMCs with the UN, as well as a rogue member of the Patriots attempting a mass terrorist attack to make the US veto the vote. Meanwhile, Raiden becomes disillusioned with civilian life, and when discovering Rose had a miscarriage and has an affair with Roy Campbell, he leaves them behind for a journey with a man called Boris Popov - an old ally of Gurlukovich, and his first lead to finding Olga's child, and freeing her from the Patriots.
The clock is ticking, and the War Economy is about to erupt - crowning the Patriots governors of a kingdom without substance.
