Midoriya's power was stripped away by none other then his twin sister the heir to All for One. Some time after that All might is killed along with half the hero population in The Power War but the villians were stopped.
The world as we knew it was destroyed a husk of what it was before, but Endeavor doesn't falter, he believes that the only way to save his country is by creating a dynasty and he succeeds. Todoroki's mother was killed along with the rest of his family leaving an even more lifeless boy in the body of the heir to the throne. He is ruthless but he is the top hero as his father slaves away dealing with politics and the like. All the rules have changed and everyone wants to be on Todoroki's good side.
Uraraka and Bakugo are both competing for the position of second in command and have been for years now. To settle the dispute they decide to make a bet, whoever makes Midoria fall in love with them first will get to be Todoroki's second in command. There is a huge catch though, whoever fails will be Todoroki's pet and everyone knows that he is merciless, just like his father.
