In this story, Inko is bad cause why not. And when you turn 12, you get soulmate marks. You can choose to deny them but, the marks won't go away. Your soulmate can look into your eyes to know that you're their soulmate, but that's rare, but not unheard of. If you want to know your soulmates past, you can touch their mark, you won't be able to see soulmate themselves but you can see what has been happening with him.
Another way to know that you have found your soulmate is by the norm, looking to see matching marks. When Izuku was young, the quirk doctor said that he a fire type quirk, which he was excited about. Inko, however, was upset(Gurl- how tf you finna be upset that yo son has a quirk?).
Izuku didn't know why his mother was upset but when they got home, she told her soulmate that was quirkless, which Hisashi knew he wasn't but he wasn't about to say that. He acted like he was disappointed. Izuku, being the smart person he was, knew that his father was pretending.
