Just before they left to go back in time for the infinity stones, Natasha gives Steve a letter addressed to Bucky. The letter had nothing to do with her, but was addressed concerning her sister, Yelena Belova.
Bucky and Yelena have a troubled history. The World's Greatest Child Assassin and the Infamous Winter Soldier got way back to 1949... back when Bucky was kidnapped by HYDRA and Yelena was torn away from Natasha.
He was her only friend. The only one she was safe with. And even that eventually left.
