In the future. When you turn 13 you get put on a country they used to call the United States of America where every crime is allowed. But to understand the present and future, you must understand the past. In the year 2089 the whole world broke out into war and it destroyed almost every human. They then decided when every thing was normal again that when you turned 13 you would go to the USA, the country that started it all, and if you survived until you were 20 you would return to the other countries and live the rest of the days out in peace.
