Now at the head of all of these are the Jokers. These are the two most powerful men world who approve all of the trade deals that these "businesses" generate and create. Leo Santiago the King Joker of this multi-billion under ground markets is a man that is feared by everyone and respected by all. He's demanding, rude and arrogant. His second Joker, Chase Hayes known to all as a calculative, shrewd and discerning. Together they have maintained the House of Cards reputation for the past 2 years.
