The wizards of the Age of Arcanum are remembered in history for their hubris, if anything.
But if one were take a look to the non-wizards in the City of Avalir during the height and final moments of the Age of Arcanum, you would find an incredibly complex society of those who are much more... hands on.
And in the City of Avalir, there is only one other organization who are as hands on as the Eyes of Avalir, and that is the Court of Owls.
