Once the God of Control is nearly done taking control over the Velvet Room and the masses it caused the will for death to drop significantly enough that the seal is no longer needed. Unfortunately the body can only take so much so being reborn is the only way with memories are sealed off. This was Igor's will to help to even the playing field for the current Wild Card, the Trickster.
