Every year, if either on the Angel or Devil side, if there isn't another ruler to rule alongside the main one, or 'protector', then there is a specific time you have to find someone. Otherwise, you get kicked off as it is unfair to rule alone. The only reason Ink isn't kicked off is because he has someone ruling with him. Dream & Blue. Of course, Nightmare has only been able to stall by trying to find one, seeing them as not the one, and the counter gets reset. You can't do it forever though. Now, Ink terribly naive for a protector. Of course, he was the heart. He had a place in everyone's heart- With Dream & Blue being the next. Blue being a guard, and Dream being his 'right-hand man.' Most of the time being the one helping and guiding Ink. They soon find him to be missing, captured by the demons. Panic would be spread all over the place if they were to find out Ink was missing. With this, and a limited time to work with, considering if you were to officially become a ruler of somewhere, your heart has to actually want to leave if you were to leave.
