The Capitol city of Gear is the pinnacle of human society. AI's, flying machines, hovering technology, and other innovative creations have been produced here. It is a city of light and thrives under the law-

As long as the sun still reigns in the sky. 

When the sun dips below the horizon all the laws are gone and now everything is legal. 
You can get away with anything as long as the moon is watching. 
As the royals rule the day

A certain group of people rule the night
Their Day identities cast aside as they regain the mask of their Night apparel.
Or perhaps their Night identities are their true faces.
For everyone knows you can't truly be yourself in the Day as societal norms restrict your personality for fear of being judged. 
But when the Night begins-

This is where you won't be judged for being yourself.
