After moving to Japan from America, Y/N L/N meets Dazai Osamu, a member of the famous Armed Detective Agency. After Dazai finds that Y/N doesn't have a job or home, he takes her into the ADA and introduces her to the president of the government organization, who gives her a job. After finding out that she herself has a special ability, she is promoted to a higher rank. Y/N becomes best friends with Atsushi Nakajima, who covers for her when she sneaks out past curfew one night to go on a peaceful walk. However, the walk was not at all peaceful when she gets kidnapped by an executive of the Port Mafia, one of the Armed Detective Agency's rivals, because she knew information that the Mafia needed. After being threatened with her own safety, she agreed to secretly join the Mafia and give them what they wanted, but on one condition: protection from the ADA. What would happen if she fell for a mafioso?

In this world, ability users were prosecuted in society so they had to seal themselves in Yokohama city, allowing no one to enter or leave. While on the outside world, quirks had developed and the existence of ability users became forgotten with the rise of heroes and villains. The citizens of Yokohama are aware of what is going on in the outside world but think it's stupid to label someone as good or evil.
