A young drifter finds more than he bargained for when he agrees to deliver a parcel to an English country house. Little did Anthony Cade suspect that a simple errand on behalf of a friend would make him the centrepiece of a murderous international conspiracy. After anarchists cause massive unrest within the city state of Haven by destroying a resource warehouse meant for incoming refugees and making off with an important confidential file from the mayor's own safe, Troy Halloway, a war veteran courting the city leader's daughter is called in to find the group responsible and to retrieve the file at any cost. While the Haven PD is overworked handling the riots raging through the city, Troy and his partner Jimmy are given an airship, wherupon they begin their investigation. Soon after they discover that the "anarchists" are no mere amateurs after the two pirvate investigators find traces of powerful pre-war explosives containing magical glyphs at the site of the destroyed warehouse. It aint lookin' good as Troy and Jimmy begin to uncover a plot to steel the city's gold reserves and overthrow the government, causing Troy's ideals of loyalty and patriotism to clash as the line between allies and enemies becomes blurred during the ultimate showdown that will determine the fate of liberty and freedom within Haven.
