Villains have taken over after the death of All Might. A war broke out between heroes and villains plus many nomu and no support from society. Heroes started dropping like flies or switching sides. Citizens soon realized their mistakes but its too late. Any hero left is in hiding trying to recover from the war in underground rebel camps.
