The Astrological Commonwealth is an empire of 12 territories, each represented by a different astrological sign, ruled by the greatly unpopular House of Scorpius. Philip Sangra, a Sagittarian archer, discovers he's related directly to Alexandria Scorpius, the next Empress of the Commonwealth, right before she takes office. Philip is then named the figurehead of the People's Rebellion, which aims to reform the government of the Commonwealth, despite him leaving the rebellion months prior. 

Just like every rebellion, there's multiple perspectives and goals at play. Philip finds the People's Rebellion just as if not more flawed than it was when he initially left. Not only that, Philip discovers that more than one rebellion may be gaining traction, and furthermore, the only thing they all have in common is their quest for power.

I don't want another mistake like that again." I looked up at Jupiter and flinched when she mentioned 'him'.
