Hermione is just sick of it. All of her friends, and their pretty little love lives. It was so hard since her and Ron broke up. Not that her breaking up with him was bad. The two just didn't go together, and the kiss they shared in the Chamber of Secrets was pure love for one another. Friend love, that is. And though Hermione would never admit it, she misses having a boyfriend, someone to talk to, confide in. And having a boyfriend is something she would do anything for.
Draco Malfoy: Rich and pretty, and can't land a girl. Draco can't handle being that, and he wants a girlfriend. Unfortunately, all the girls his age were so ugly, and just didn't have the level of Malfoyness to be his girlfriend. There is only one girl Draco is attracted to, and he can't even have her. She is attached by the lips to his best friend.
Both these characters share a common goal: Find love, and make it theirs. And then their paths cross.
