A Devil Sent by Heaven

Before you ask, yes this was another series that was in my head for longer than my other story that I've been thinking out. But that's besides the point let's get into the scenario.

Izuku Midoriya lives in a world where females were the majority 80% and men were a 20%. Men still got quirks, but the type of quirk you get affects your future. Good quirks would make you a celebrity while, if you were Izuku, quirkless would make you less then human. But what if Izuku was quirkless because his soul didn't want one to begin with?

Izuku as the third iteration of Majin Buu, but I hate overpowered series so the world itself will get amped to hold a suitable challenge. Also we're getting rid of most of his brute strength since his other powers are coming in late.
