Ed has always had an eye out for Penguin, the second he came into the GCPD. After He found Oswald in the woods, injured and dying. Taking care of the poor bird, changed him. He was in love. Oswald fell for him.
Eventually, Edward wants Oswald only for himself. He wants him to answer to Ed, and only Ed. Oswald doesn't like to be controlled, Ed loves to control.

There will be time skips throughout the book, mainly when Penguin's in Arkham, and when Ed's in Arkham.
