Based in 1919, 25 year old Danielle Virtue has just moved to Birmingham. A wartime nurse, Danielle has just returned to England from France in the aftermath of World War One. Hoping for a fresh start in a new city, Danielle struggles to make ends meet and provide money for her mother and younger siblings. That is until Thomas Shelby, a mysterious and ambitious man, makes Danielle an offer - one that will take care of all her problems. In return, Danielle must be willing to enter a private arrangement with the Birmingham Gangster: companionship and intimacy, in exchange for security and money. Will Danielle accept Tommy's deal? And what are Tommy's true motivations for pursuing Danielle? Is it merely lust and loneliness, or does the notorious gangster have feelings for Danielle that extend beyond the signed contract?
