Ashley Rhodes was 23 when Hank Voight came to her with a job opportunity. So she left the station she was working at, as a level  2 detective. Then moved to the 21st District. The Inteligence Unit. 

Apparently he chose who joined his team and he wanted her for a reason he wouldn't explain. 

It didn't take long for Hank to get her to say yes. She wanted a family instead of a company. So when he had explained that his group was a family. She instantly said yes.
