After their wars against Ricardo Diaz and the Daughters of Juru, Oliver and Kara Queen have finally earned their happily ever after. Now that they are married and living on Earth-38 with William and their newly-adopted daughter, National City finds themselves with several vigilantes who have found their permanent home.

But happily ever after doesn't last forever. On Earth-38, the Children of Liberty rise against aliens with a familiar face acting as their puppeteer. Meanwhile on Earth-1, John Diggle learns there is a new Green Arrow in Star City with names to eliminate on their list, a list which may require Oliver's return.

But a third party finds shelter in the shadows of each city, and with the actions of the Agents of Liberty and the Ninth Circle hanging over their heads and Kara potentially being out of action, the Green Arrow and Supergirl may find their closest allies in a pair of vigilantes freed from Slabside Maximum Security Prison and a personal assistant who seems to know too much. It brings one question to mind when the heroes meet their successors: is the future truly set?
