Josuke, and Okuyasu only meet Koichi YEARS later than expected, and the reason why is pretty obvious and a little sad btw...)
Koichi Hirose has just moved to a new university in another country, being a shy and very unsociable person, as well as having problems with anxiety due to his old relationship. At 19, he just wanted to study, graduate, work, have a good financial income and finally marry a beautiful woman, at least until a certain person came into his life and turned it upside down.

At first it all seems easy, maybe some property damage here and there, but this is soon proven to be quite the difficult task. Unlike stand users in the past, they all had connections to other people like DIO, but this one fights completely alone.
