Izuku is talented. Very talented. So, what happens when Nezu decides to look into the youngest child of thee Hisashi Midoriya? Considering that Izuku's quirkless and the HPSC is so corrupt, the best thing that would fit Izuku's skill set would be for him to become a spy.
