Good people are separated from the bad,

When a deadly virus called the Destruction wipes out everyone over the age of twenty, a new world order had to be put in place. The remaining young people elected four Elders to oversee the whole world. The Elders then divided the world into the two basic categories of life, the Good and the Bad.
The Bad weren't bad people though, nor were the Good all good people; the Bad just weren't as special as the Good.
The Elders thought that their system was flawless, and that it would help all of mankind.
But they forgot about one thing.
Not everyone was effected by the Destruction the same.
Some developed "abilities."
