This is not withen any specific Batman Continuity. The first time he ever meets frank he is of legal age and he has no plan to adopt him and never considers him a child, he isn't training him to be robin, he is training him to find his own mantle. He is a robin temporarily to learn, not to be a robin. He is not considered to be apart of the bat family until it turns romantic.
