Finney failed to kill The Grabber. He felt horrible that he wouldn't be the one to avenge the deaths of his friends that The Grabber killed before him. He wasn't the one to Avenge Robin. But he swore that he would make sure he was the last The Grabber ever killed. That the next victim of The Grabber ended the cycle that killed him and his friends. Once and for all.
