In a world where your ordinary pet can change into humans, these "pets" are not so ordinary anymore. This world is called Beast and it's very evolved from Earth, in some cases, there are still the same values, rights and laws that humans and pets alike have to follow, and are allowed to have.
Pets have very simple rules:
1. they have to follow and obey their owners every wish and command; but their owners are NOT allowed to command them to have sex with any other pet or owner if the pet doesn't wish to have sex with said owner or pet.
2. They have to protect their owner to the best of their abilities
3. They have to have their collar on at ALL TIMES, but they are free to do as they wish as long as it follows the law.
4. If the pet wishes to "mate" or have sex with another pet that is of the opposite sex, they MUST have permission from both parties owners, and when the litter of babies comes, the pets owner who was chosen gets first pick of the litter.
Owners have the same laws and rights as the humans of Earth. Provided that they are allowed to have sex with their pets or someone elses pet given that the pet wishes to have sex with said owner. The more exotic the pet, the richer or higher class of the owner.
