Instead of just being the Wesker project there was also another project that went by Project R known as Redfield. Spencer originally was going to have 12 kid's for the Wesker project but ended up with 14. He decided to put the other 2 in another project naming it Project R. Project R was meant to be a back up if Project W didn't go as plan, but was forgotten by Spencer deeming Project W to be the superior project than R. So he separated the 2 putting them in different locations 1 underground lab in Raccoon City and the 2 in the Antarctica base without anyone knowing that they're there.All Rights Reserved
