It was just a ridiculous event. No one knew what happened before it happened. Shigaraki, Overhaul, Aizawa as well as some hero in training met at a crossroad and life didn't wanted it others but having Hawks chasing down a villain as well?!

Oh what would make it better than for that villain to have a quirk in which they will see a certain persons personal traits in a couple of various situations? OHO Wouldn't that be totally ridiculous? Well what if the villain affected everyone and made them see what could become out of Midoriya?!
