The higher levels of the cities are for the wealthy the lower levels are for the poor. Mass chaos and violence run rampant in the lower levels the UFD try to maintain the peace but with so much going things tend to slip through. The Cyber Sword has access to many technologies but their man power is low, they have droids for low level missions but special detectives know as Cyber swords. Most security is privatized. The company known as CT is the for front of cyber innovations with the exception of privately funded military contracts......Complete

And that was that the government made it a law that nothing bad could ever happen. No crimes, no arguments, no fights. The citizens would all be kept calm and they would be kind to each other. Obviously, this failed. Crime broke out. Everyone was fighting each other and the society the government promised turned into a disaster. So, the government decided to do something about it. They decided that everyone who rebelled against them or did anything bad would be put into a perfect android body which was devoid of doing anything wrong. But, they would also be drained of their freedom and emotion. They would be slaves to the government. The majority submitted to the government's orders. But some didn't.
