Dreams and reality are two different things, different worlds so it's very hard to discern which is real or which is fake. There are times when the person appeared at the most critical times or is seen in other people's dreams. Sometimes, they would always get saved by the same person but never got their name and disappeared, as if they were never there in the first place.

There are times when they would appear in the streets as a storyteller while playing their shamisen, bringing paper origamis to life. At first, the World Government don't see them as a threat but when they constantly made their appearances that involved the most dangerous pirates in certain parts of the world, they labeled them as a criminal.
