The Wakos, Japanese pirates who terrorized the people of Joseon and the Mings for centuries, have been wiped out, leaving peace to settle on the shores of the East Seas. Decades later, in the coastal town of Eobu, Seokjin, the son of an amiral in the small Joseon navy, refuses to follow in his father's footsteps as a naval soldier. Instead, he prefers to spend his days roaming the grimy area of Saengson with Jungkook, a boy of troubled origins whom he befriended against everyone's advice.
