Germany wouldn't say he was necessarily scared of Russia.
Of course he took his precautions to stay on his neutral side because while Germany had good knowledge about wars (One of the few things his father put effort into teaching), he also had enough knowledge to know starting something with Russia is basically a sure death.
But all of that change when Russia starts to act super weird around him. Germany's precautions turn into full on fear of having done something wrongs and so he starts deliberately avoiding Russia as to not do anything more.

Russia has started getting strange sensations to get closer to Germany.
While he tried to ignore it at first, the urge became stronger and stronger until eventually he couldn't resist it. So he tries to talk to the smaller country.
Now if only if he would stop saying random scary-sounding non-sense and Germany would stop running away...

He observes every country in secret and he's noticed Russia change of behaviour towards Germany.
Long stares, weird touches and always hiding his face when Germany mentions him in a slightly good way. The catgirl is going to do everything to get the two country's together.
Now if Russia stopped sounding terrifying, Germany stopped avoiding Russia and if certain annoying countries would stop trying to mess with her plan.
