An immigrant priestess must defeat the imperialist elements of her adopted Temple: people willing to pervert the core tenets of their city-building god in order to spread his influence-through genocide. The main point is about the importance of infrastructure and "boring" maintenance work, with a side of how frustrating it can be to have to deal with boring maintenance work when you're trained to be a high-end creator/designer type. Irella is a Mesopotamian-esque priestess with magic, but when her patron and friend the emperor dies, she's too foreign and too weird to have the clout she needs to save people from disaster -- unless she really ups her game and gets a lot more confidence in herself!
