It's the year 2025 humans live their normal lives while among the humans a carnivorous and cannibalistic species walks known as Ghouls. Ghouls can only consume human meat and other Ghouls to survive in Japan the ghouls living in Tokyo are divided by 24 wards. Wards 1 to 4 are the most dangerous for the ghouls due to the CCG being most active and where their main base is located. CCG stands for The Commission of Counter Ghoul. And this story takes place in an orphanage for ghouls in the 21th ward
