Shredder finds Hamato Yoshi and pour an ooze which is called mutagen on him. Shredder doesn't know the ingredient of mutagen and he thinks it is going to kill his nemesis but Hamato Yoshi mutated into a rat. Accidently some of the mutagen effected Yoshi's four baby pet turtles and they become humanoid turtles. Yoshi A.K.A the Splinter raised them as his sons and tought them ninjutsu.
