No, no one is joking, it happened with an actual flash.
Kirino is about to start a tantrum. Just when he thought it had ended but no, it's here again and he's about to start crying for real.
Ichino is also not helping because the guy decides he doesn't have enough time with it and was practically vibrating at the thought.
