She should have died and not her brother, her mother is dead because of her. Because of her Rhaenyra has no mother. King Viserys sacrificed her mother to have an heir not another daughter. However, Baelon did not survive, but his twin sister Elaena did, who was supposed to die instead of her brother.

Princess Elaena Targaryen was the second-born daughter of King Viserys and his wife Aemma. She was born with her twin brother, Baelon, who died with their mother. Elaena blames herself all her life for being alive instead of her brother and blames herself for her mother's death.
