The story focuses on a young teenager named Chiaki Fujimo, who's lived alone after his parents died in a plane crash. Suddenly he encounters a tax collector named Hinata Tachikawa who informs him that he's to pay him $7 million that his father owes him. Penniless and clueless while trying to find ways to pay his fathers debts, he soon comes across an agent in black who takes him to an underground place where he meets the Red Arm Agency run by the Fuchizaki's, who are all kinsmen that each of them have unpredictable special powers. What will happen between Chiaki and the Fuchizaki, how will Chiaki be able to pay his fathers debts.
