This is something that villains will use to achieve what they want. So why isn't the world in control of those with power?

The person who this story revolves around, Hikari Kizaru, has the powers of Pika Pika no mi and the Yami Yami no mi from One Piece.

He learned how to utilize his quirk effectively, gaining a metal bat to help him in his quest to help all who need it. One question he kept asking himself though, why did The Hero Association ask him to be a bodyguard of some rich girl?
