Elizabeth fancied Philip first but Philip didn't see her that way, not until until they grew apart by years of war, Philip saw her again in her adult self. And Elizabeth was more confident and full of life than ever before.

(My take on the timeline that they fall in love and want to be together. This is just fiction of my interpretation)
