Thomas Harper, also known by his vigilante alias, the Crowler, starts a company with his partner, Todd Stacy, called "Stacy and Harper Industries™", making prosthetic limbs for the disabled for a cheap price, making the two wealthy businessmen.

One day in 2004, while Tommy was at his adoptive son's school for a parent-teacher conference, Stormfront terrorists enter the school keeping all of the parents, students, teachers and other workers hostage, wanting a response from the Crowler, unknowingly trapping the Crowler with them.

Tommy must now find a way to retrieve his new armor with the help of the other hostages, Todd, and a nameless individual who flies around on a glider of sort.
