"There were 40 dragonlord houses in the Valyrian Freehold before the doom took hold of that place."
"The Targaryens must have been the strongest among them." The little girl replied in her small, sweet voice.
Her mother could not help but laugh at her naive viewpoint at the world. "No sweetie. On the contray, House Targaryen was of only middling power relative to the other 39 houses."
The girl could not belive what was she hearing. "Then who ruled them, if not Targaryens?"
"No one."
"Is that even possible?" Her voice became little skeptical.
"Dragons made everything possible, little one. The civilization operated as a Freehold, with all the powerful families having a say in governance. So it was not strictly speaking an empire although in many ways it behaved like one. They just didn't have a king. That's all."
"Did any of them survived? Aside from Targaryens?"
"Who knows?"
