The phantom ghost

I was at an Inky black mansion for Halloween but this mansion wasn't like any other mansions. This mansion was rumoured to wield the Phantom Ghost. He was rumoured to wear a long black cloak, To have a razor sharp sythe with him at all times, To have blood stains on his cloak...The blood was from a young girl that he had murdered. Is the Phantom Ghost a myth or real?
