In a world filled with new technology, order has lost its place among humans. One person rules over the American Commonwealth, but no laws have been imposed. Instead, people live with no laws, and only the rich and famous can stay safe. To some, this world is a haven, to others, it is hell. Oria Newton lives in Urbania, a city on the outskirts of the Inner Circle, where the president resides. Her world isn't perfect, but she's safe. Or that's what she thinks. When a tragedy rocks her world, she joins a group of rebels, working to bring laws to this lawless land. All is not what it seems though. Oria unearths dangerous secrets, ones that change the rules entirely. In the end, she must decide between a safe, suppressed world, and a free, dangerous one.
