In this story, Izuku Midoriya never got passed One For All. But instead he became an illegal, vigilante hero.
He never attended UA, he never got his License, which made this line of work illegal for him to do, and the government strictly forbids it.

He only has this dastardly idea after watching a news report, to him was no criminal, but the true definition of what it takes to be a hero.

So he follows his own principles, his own rules, and because it's illegal he can't show his face, and he can't show any signs, he can't tell anyone.

He lives two separate lives, one, a quirkless nerd who was an old admirer of heroes and their like of work, two, a rule-breaking vigilante, who saves lives of the innocent and fights off small town crooks...

Until one day everything changes....
