The Foundation of Creature-Girl Testing and Keeping was initially founded in the research laboratories of the University of Tokyo, where the idea to create real catgirls was first put into motion as a mass effort rather than a trial. Of course it had been attempted before with varying degrees of failure but nothing separates a weeb from his dream waifu, thus the Foundation was founded.
In total there are about 8 Departments for the development and experimentation of different 'Creature-Girls' or CGs. Each Department has a team of genetic engineers, geneticists, and researchers. Further specialists are specified later on for the CGs kept in each Department.
As an underground mass project, the staff were let in with a bit more leniency than your average revolutionary science.
That meant some of the staff with way too much time on their hands get up to some insane shit.

Test Tube was bored. So incredibly bored. She had done every experiment in the book. At least, every humane experiment. She looked down at the open book. An idea that couldn't be tested as there was no way to test it without potentially facing jail time for torture. But so many other famous scientists who made huge discoveries also did inhumane things for the sake of science.
