Kurosaki Toga was the opposite of his sister. He wanted to be a hero whereas she wanted to join the League to fulfill Stains ideals.
When she first brought it up after coming home from school drenched in blood he was shocked at first. But...
Kurosaki didn't stop her.
After all it just made the game more fun.
However he knew he would regret this decision of leading such a lifestyle with villain.
