However, when his father is assigned to a case with a criminal that has drove various detectives and officers mad trying to catch him, USSR can not simply decline. This famous criminal is known by the name of USA, a man well known for killing serial killers and working in the black market. He is a feared figure across the whole world. But how has this man managed to avoid capture and escape it every time? Well, it has to do entirely with his own ability. USA possesses the ability to shapeshift into different forms, each with their own little perks and advantages. There is literally a filing cabinet full of as much information as possibly gathered on each of his forms, nicknamed "State forms" as USA himself calls them. Though, after meeting Russia, USA takes an interest and starts telling more information than usual to Russia, stringing him along for his own amusement. But even with all this information, will America ever truly be caught and locked up for good?
